Illicit Discharge Compliance Workshops for MS4s

The Southern Indiana Stormwater Advisory Committee will be hosting an Illicit Discharge Compliance Workshop on Thursday, August 18th, from 9:00 AM to 12:00 noon. Instruction will be provided by the Indiana Department of Environmental Management's MS4 Program Director, Ms. Reggie Korthals. Representatives from regulated MS4s are strongly encouraged to attend. Members of the public that are interested in getting involved with the MS4 program area also welcome. Stormwater Awareness Week!

The Southern Indiana Stormwater Advisory Committee is kicking off its first Stormwater Awareness Week starting Saturday, June 18th. The SWAC's goal is to increase awareness in the community about stormwater pollution and provide simple examples of how you can help. We all are responsible for doing our part to help keep our streams, lakes and rivers clean. You can help by doing simple things, including:

  • Washing your car on grassy areas in order to keep dirty, soapy water from flowing into our creeks;
  • Picking up trash and litter before it is washed into our waterways;
  • Collecting unwanted chemicals and household hazardous wastes, such as used oil, antifreeze, batteries, florescent light bulbs, paints, fertilizers/pesticides, etc and properly disposing of these at your local solid waste department;
  • Participating in community stream clean-up events, such as ORSANCO's RiverSweep;
  • Encouraging others to get involved in protecting our waters for future generations.

2010 Stormwater Workshop for Southern Indiana

The Southern Indiana Stormwater Advisory Committee sponsored the 2010 Stormwater Workshop, which focused on Post-Construction Stormwater Management. This workshop addressed how stormwater is required to be managed after construction is completed for new developments and redevelopment projects that disturb more than one (1) acre in Southern Indiana. Workshop topics included post-construction requirements, regulations and ordinances, best management practices for post-construction and long term maintenance and operation agreements. Those in attendance included stormwater coordinators, urban conservation specialists, municipal employees, developers and contractors, as well as entities that have been or will be required to sign a Post-Construction Long Term Maintenance and Operation Agreement. Such entities could include homeowners associations, apartment complex management and business owners.

SWAC Public Awareness Survey

During 2009, the SWAC communities pooled their resources for a stormwater public awareness survey. The goal of the survey was to understand how familiar citizens are with stormwater pollution. The results of this survey will be used to improve local stormwater programs and to help educate residents about stormwater pollution prevention. A professional survey company was hired to conduct over 400 phone interviews with constituents throughout the SWAC area. The survey was completed in August 2010 and the results will be used to tailor education and outreach efforts during Permit Term 2.

What is the Southern Indiana Stormwater Advisory Committee?

The Southern Indiana Stormwater Advisory Committee (SWAC) was formed based on partnerships with neighboring entities responsible for implementing stormwater programs in southern Indiana. The SWAC communities include Clark County, the Town of Clarksville, Floyd County, the City of Jeffersonville, the City of Madison, the City of New Albany, the Oak Park Conservancy District, and the Town of Sellersburg. These municipal separate storm sewer (MS4) communities partnered to establish a joint Stormwater Advisory Committee to guide the development of each community's Stormwater Quality Management Plan (SWQMP). These partnerships also ensure regionally consistent messages and minimize duplication of effort among neighboring stormwater jurisdictions. SWAC membership consists of key MS4 stakeholders and members of various local constituencies, including members of the public and the construction/development community, as well as local Health Departments and Soil and Water Conservation Districts.

Quarterly SWAC meetings are used as a forum for receiving and discussing public input and comment on the issues critical to each community's SWQMP.

Most recently, the SWAC partnered to initiate development of a Qualified Professional Inspector (QPI) Program. The goal of the QPI program is to provide consistent training for construction site inspectors responsible for inspecting stormwater best management practices (BMPs) installed at active construction sites regulated under Rule 5 (327 IAC 15-5) and Rule 13 (327 IAC 15-13).
